Today I needed to make screenshot on my freshly updated Ubuntu OS. I found out, it’s not possible. After few seconds of googling I found this article :
https://itsfoss.com/shutter-edit-button-disabled/As described in the article, it’s caused by not updated application for a long time. Application is using older dependencies, which are no longer part of Ubuntu anymore.

In case you already run Shutter, you should make one last step in console. Close all running processes of shutter application
sudo killall shutter
